R&D Levy open to objections

Thoroughbred Breeders Australia (TBA) advises the Levy Proposal for a Statutory Research and Development (R&D) Levy on thoroughbred breeders was lodged with the Department of Agriculture (DA) on November 27.

If the TBA application is successful, it will enable a program of research projects to be undertaken on an ongoing basis financed by levy collections matched by Federal Government funds.  Breeders have the right to lodge an objection against the levy proposal if so inclined.

Formal objections will be accepted by the Minister for Agriculture, Parliamentary Secretary or DA within a 6 week period commencing January 6 and expiring at 5pm AEST on February14.

Those wishing to make a submission on the proposed levy arrangements can forward their comments directly to:   meatandlivestock@daff.gov.au

Alternatively, submission can be posted to:
Thoroughbred Breeders Levy Proposal
Meat, Eggs and Quota Policy Section
Australian Government Department of Agriculture
GPO Box 858
Canberra      ACT     2601

The objection should clearly outline the reasons why the levy is opposed and should include an analysis of the pro-levy argument.  Most importantly, it should include documentary evidence that actual and/or potential levy payers oppose the implementation of the levy.  Objections having little basis in fact or which are considered irrelevant, frivolous or vexatious will not proceed.

Those wishing to make an objection are directed to the Levy Principles and Guidelines for information about the requirements of objection submissions which can be down loaded at

Those wishing to lodge an objection will need to be conversant with the full details of the TBA R&D Levy Proposal and its attachments.  Full details of the TBA R&D Levy Proposal and supporting documentation are available on the TBA website at:  www.tbaus.com/levy
